  • Right click the song and click add to iCloud music library. It's silly how they won't let you listen to the song locally unless you do this but whatever. Try that a few times and if it doesn't work, delete it and try to add it again. I've noticed it can take a few tries sometimes.

Finally, please check the Apple Music settings on your Android, iPhone. You can open Apple Music app > Click 'Settings' > Click 'Music' > Click 'Cellular Data' to confirm cellular data is turned on and enable 'Streaming' if you plan on streaming music using cellular data.

I'm on macOS Catalina 10.15.2 and using Apple Music 1.0.2.37. I subscribe to both the cloud match (whatever) and Apple Music services. I have in excess of 20,000 purchased and matched song files on my MacBook Pro, in addition to many Apple Music files in my playlists. I just went through this issue of 'Loading your Cloud Music Library' for several days on my mac, during which my ipod and iphone music apps continued to work fine. In frustration, I 'force quit' the Music app, then dove into the ~/Library/Preferences folder under my mac login and deleted any 'com.apple.*.plist' file that appeared to be related to Music. Then I restarted the Music app and used the account menu to sign back into Apple Music. Everything is back to normal and up-to-date, including changes that I made to my playlists in the past few days through my iPhone and iPad.
